Premium Civilization refers to the set of all the content that becomes unlocked when you upgrade a civilization through the Xbox Live Marketplace .

Before project Celeste, this was the major difference between the free civs and the pro civs. As of 2017, all players have the Premium/Pro benefits -- minus the commission, which has been removed for all players.
