The Empire Handbook was a publication made by Microsoft Games and Gas Powered Games as a means of explaining the basics of the game. It was released prior to the game's release and can be found here:

Despite its being geared toward beginners, the Tech Tree and Gear Finder functions provide very useful information to users of all levels.
